Situation

In a state like North Dakota, finding every Democratic vote matters. Then-candidate Heidi Heitkamp needed an online program that would identify and convert new donors to their email list, turn out reliable supporters on Election Day, and communicate the best poll-tested messaging to critical undecided voters down the stretch.

Strategy

Rising Tide created an online advertising program that leveraged the urgency from being in the nation’s closest Senate race to turn out voters and activate donors. RTI reached more of Sen. Heitkamp’s supporters with targeting strategies that made use of the best voter file information. That meant as heavy outside spending drove up the cost of television time, the campaign was able to go online to reach more persuadable voters than their opponent during crunch time.
